Because of the fires, LA issued an emergency ordinance to allow movable tiny homes during the reconstruction period. But as early as 2021 LA city passed an ordinance that defines a movable tiny home as an ADU. It permits them in single family, multi family and commerial zones. They do not require a building permit, but a land use permit is issued, which makes the process very quick. The fact that the units are on wheels means they are not perceived as real property, so they will not effect your property tax,  yet the city will issue a certificate of occupancy.

Q Are tiny homes legal during the Palisades reconstruction?

Yes. Movable tiny homes are legal in LA City as ADUs (Palisades is part of LA city) . They are allowed during the reconstruction as well as ADUs after the construction. Q Can the owner still use the tiny home after the fire?

Yes. Although there was an emergency ordinance issued to allow movable tiny homes on reconstruction properties, it lasts 3 years. But movable tiny homes are legally allowed as ADUs. And it looks like LA is rezoning the Palisades to require ADUs , so the movable tiny home that is purchased to help speed up construction can also be used as the future "required" ADU on the property.
